IRCC invites 763 Provincial Nominee Program candidates
The Immigration, Refugees and Citizenship Canada (IRCC) has announced its first Express Entry draw of August, inviting 763 candidates under the Provincial Nominee Program (PNP) to apply for permanent residency. The draw, which took place on August 13, saw a Comprehensive Ranking System (CRS) cutoff score of 690.

If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.
Today’s draw follows a remarkable month of July, which saw an unprecedented number of Express Entry draws. Throughout July, IRCC conducted nine separate draws and issued over 25,000 Invitations to Apply (ITAs), making it the most active month for Express Entry since its inception in 2015. This marked a notable rebound from a slower June, which had only one draw.
July’s draws were distinguished by their diversity. Four of the draws were category-based selections, targeting specific professions and language skills. Among these, two draws focused on candidates with French language proficiency, with the July 18 draw featuring the lowest CRS score of the month at 400. Additionally, two draws targeted candidates in healthcare and trade occupations, respectively.
The remaining five draws included two program-specific rounds for the Canadian Experience Class (CEC) and three for PNP candidates. The highest CRS score of the month, 739, was seen in the PNP draw held on July 2.
The increase in program-specific draws this July underscores IRCC’s commitment to prioritizing domestic candidates already residing in Canada. This strategy aligns with the department’s objective to balance temporary residency with permanent resident admissions.

What is Express Entry?
Express Entry, introduced by IRCC in 2015, is a points-based system designed to streamline the selection process for economic immigration candidates. It evaluates applicants using the Comprehensive Ranking System (CRS), which scores candidates based on factors such as age, occupation, education, language ability, and work experience. Those with the highest scores are invited to apply for permanent residency.
What is Category-based Selection?
In May 2023, IRCC introduced category-based selection rounds to address specific labor market needs and demographic targets. Categories include healthcare occupations, STEM professions, trades occupations, transport occupations, agriculture and agri-food sectors, and French-language proficiency. According to recent reports, candidates in STEM fields received the most ITAs in 2023, while French-speaking candidates are expected to lead in 2024.
This recent draw and the robust activity in July signal a dynamic shift in Canada’s immigration strategy, reflecting IRCC’s ongoing efforts to adapt to the evolving needs of the country’s labor market and permanent residency targets.
