800 Invitations Sent To Candidates With French Language Proficiency

IRCC Continues Momentum With Latest Express Entry Draw Targeting French-Speaking Candidates
Canada’s immigration system remains robust as Immigration, Refugees, and Citizenship Canada (IRCC) conducted a new Express Entry draw on December 3, 2024. A total of 800 Invitations to Apply (ITAs) were issued to candidates demonstrating strong French-language proficiency, with a minimum Comprehensive Ranking System (CRS) score of 466 required for consideration.
This draw follows closely on the heels of a December 2 Provincial Nominee Program (PNP) draw, continuing IRCC’s aggressive approach to meeting its immigration targets for 2024.
Details of the draw: December 3rd, 2024
- Total ITAs issued: 800
- Type of draw: French language proficiency (Version 1)
- Date and time of round: December 03, 2024 at 15:44:17 UTC
- CRS score of lowest-ranked candidate invited: 466
- Tie-breaking rule: November 26, 2024 at 02:44:59 UTC
If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.
A Closer Look At December's Draws
The December 3 draw highlights Canada’s ongoing commitment to increasing Francophone immigration outside Quebec, an integral part of the government’s Francophone Immigration Strategy. With a target of 29,235 admissions for French-speaking candidates in 2025, IRCC is paving the way for greater diversity and representation across Canada.
This latest draw also underscores a broader strategy of category-based selections aimed at addressing specific labor market and demographic needs.
November 2024: A Record Month For ITAs
November witnessed an active month for Express Entry, with six draws issuing a combined total of 5,507 ITAs. The month saw targeted draws for healthcare professionals, French-speaking candidates, and Canadian Experience Class (CEC) applicants, among others.
These selections reflect IRCC’s push to meet the ambitious targets set forth in Canada’s newest Immigration Levels Plan.
Canada’s Evolving Immigration Strategy
As Canada gears up for 2025 and beyond, new focus categories, such as the “In-Canada” stream, are set to prioritize applicants already living and working in Canada under the CEC and candidates in regional economic programs. This shift aims to enhance economic stability and address pressing labor shortages.
In addition, Francophone immigration is expected to grow steadily. By 2026 and 2027, ITA allocations for French-speaking candidates will increase further, contributing to Canada’s goal of welcoming 82,980 permanent residents through Express Entry in 2025.

What Is Express Entry?
Express Entry is the cornerstone of Canada’s economic immigration strategy, managing applications for three primary federal programs:
- Federal Skilled Worker Program (FSWP)
- Canadian Experience Class (CEC)
- Federal Skilled Trades Program (FSTP)
Candidates in an Express Entry-aligned Provincial Nominee Program (PNP) stream can also be invited through enhanced nominations.
CRS Evaluation:
Applicants are ranked using the Comprehensive Ranking System (CRS), which considers age, education, work experience, and language proficiency. Additional points can be earned through factors such as having a sibling in Canada, spousal applications, or Canadian education and work experience.
Planning For The Future
As Express Entry evolves, candidates are encouraged to optimize their CRS scores through language tests, additional education, or gaining work experience in Canada. With ITA allocations increasing in focus categories, applicants with French language skills or expertise in high-demand fields stand a greater chance of receiving an invitation in upcoming draws.
