Canada continues to organize Express Entry drawings for provincial nominees. On February 2nd, Canada invited 1,070 Express Entry applicants to petition for Canadian citizenship. Immigration, Refugees, and Citizenship Canada only invited applicants for Provincial Nominee Program. The minimum CRS score necessary was 674. When PNP applicants are selected, an additional 600 points are automatically added to their number, explaining why their points tally is significantly higher than in a conventional all-program draw. Without the candidacy, the lowest-scoring candidate would have needed only 74 CRS points.
The latest draw surpasses the previous record for the highest PNP-only draw, which was held on January 19, and welcomed 1,036 PNP hopefuls. Applicants who have already been invited have 60 days from the date of their invitation to register for residence permit in Canada.
Candidates with a process provided can then observe for immigration from the SINP’s International Skilled Worker: Employment Offer subclass or the brand new Hard-to-Fill Skills Pilot.
For the moment being, Canada will only have PNP illustrations. Immigration Minister Sean Fraser did not indicate when Canada would resume draws for Express Entry candidates who are also eligible for other programmers like the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP) while announcing steps to improve the immigration system (FSTP). However, he assured journalists that the delay is just brief.
Prior to the pandemic, the bulk of Express Entry invitations went to FSWP candidates. Before the CEC draws were discontinued in September, Canada welcomed more CEC candidates to fill in 2021 than just about any other programmer. There is now a queue of more than 1.8 million people awaiting immigration judgments as a consequence of pandemic shutdown and the IRCC’s intention to upgrade temporary residents to legal residents. As of December, around 119,000 of these persons had applied for Express Entry.
As per IRCC internal briefing documents, Canada will conduct Express Entry draws for FSWP and CEC candidates provided 50% of the back log applications have been processed. The immigration authority would like to see processing times return to the benchmark of six months. Even though IRCC website currently shows processing times of six months, the paper adds that FSWP applicants may have to put it on hold up to 20 months and CEC applicants up to 8 months. According to Fraser, these mistakes on the IRCC site will be remedied in the coming months.

For Express Entry candidates in Canada who are forced to quit their jobs or emigrate if IRCC delays drawing for particular candidates, Fraser noted that they may be looking into ways to keep professionals in Canada yet do not have a solution.
Fraser told the CBA that the IRCC is considering organizing “occupation-oriented [Express Entry] drawings responding to labour needs.” In Budget 2021, the Canadian government mentioned this possibility, noting that the government’s objective is to change Express Entry to “pick those persons who best meet Canada’s labour market criteria.” In addition, Fraser’s mandate letter requires him to explore methods for scholars and temporary workers to cross The border of Canada using the Express Entry method.
The November letter cautioned that Express Entry aspirations for the multi-year immigration level plan 2022-2024 may be cut in half. Minister Fraser would neither confirm or refute to journalists if Canada will reduce Express Entry targets in the year and, ahead of the yearly plan being introduced in Parliament. Fraser is expected to present the revised capacity of the system in February, ahead of next Express Entry draw.
The CRS is a point-based system used by Express Entry to rate candidate profiles. Individuals with the highest scores are awarded an Offer to Apply (ITA) and may subsequently apply for permanent residency.
Following approvals of the request, IRCC officials review it and decide. The officer will seek biometrics and may schedule an interview or request other documentation.

If they are not already in Canada, they can take advantage of pre-arrival programs to assist them with the initial stages toward establishing in Canada.

The following is a fictitious example of someone who could have received an ITA through the new Express Entry lottery.
Lan is 39 years old, has a bachelor’s degree, and has been a construction manager for six years. Lan has a strong command of the English language and has never worked or studied in Canada. As she approached the Express Entry pool, her CRS score is 386. She was just selected for a provincial nominee program through the Express Entry system in Alberta. Her revised CRS score of 986 would have qualified her for an ITA in the new Express Entry lottery.
