Manitoba invites 404 Express Entry candidates in new PNP draw
In a rather unusual draw held in the last week of May, Manitoba invited 404 Express Entry candidates in a new round of invitations. It was the largest draw of 2021, which brought the total invitations issued by the province up to 3,422.
To be eligible for the invitation, candidates needed to have a minimum Expression of Interest (EOI) score of 601. This score is calculated based on Manitoba’s EOI scoring matrix, which is different from the federal Comprehensive Ranking System (CRS). The draw has no CRS requirement.
Typically, Manitoba invites only a few candidates from the Express Entry pool at a given time. The majority of these invites goes to candidates who may be eligible for the Skilled Workers in Manitoba, International Education Stream, and non-Express Entry candidates applying under the Skilled Workers Overseas stream.
Candidates who received an invitation may now apply for a provincial nomination from Manitoba. A nomination awards an extra 600 CRS points to their Express Entry score which is more than enough to receive an invitation for PR in the subsequent draw.

Candidates can also directly apply through Express Entry for PR, without the PNP process. However, a provincial nomination effectively guarantees your chances to attain a Canadian permanent residence invitation, given the 600-point award.
Once applicants create & submit their profiles, they enter into a pool of candidates where everyone gets ranked based on the Comprehensive Ranking System (CRS), which awards points for factors like age, education, work experience, language proficiency, among others.
Candidates with the highest scores will receive invitations to apply for permanent residence through regular Express Entry draws.
To apply for a provincial nomination to Manitoba you must first have an Express Entry profile.
Manitoba immigration programs
Manitoba has introduced several immigration pathways to attract international talent to settle in the province. The immigration of the province is managed through the Manitoba Provincial Nominee Program, which is linked to the federal government program. Canadian provinces cannot give out PR status but can help an application by issuing provincial nominations.
To receive a nomination from the province, candidates must have an Expression of Interest with the MPNP. This enables candidates to receive an LAA through the Skilled Workers Overseas and Skilled Workers in Manitoba streams.
Candidates are then ranked out of 1,000 points for their human capital factors, as well as their connections to the province.
Under the Skilled Workers Overseas Category and Skilled Workers in Manitoba stream, Manitoba targets candidates who meet its labour market needs.
Overseas candidates must demonstrate connections to Manitoba through the likes of close family ties, an invitation through one of the Strategic Recruitment Initiatives of the province, or previous experience in Manitoba. You do not need to be living in Manitoba at the time of your application to be eligible.
To receive an invitation under the Skilled Workers in Manitoba stream, you must have a full-time job offer from an employer in Manitoba.
International graduates who studied in Manitoba and have in-demand skills can also receive an invitation under the International Education Stream.
