In the latest Express Entry draw held on December 18, 2023, Immigration Refugees and Citizenship Canada (IRCC) issued invitations to apply (ITAs) to 1,325 candidates in a general draw.
To be eligible for an ITA, candidates needed a minimum Comprehensive Ranking System (CRS) score of 542.

If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.
This draw follows the previous results from December 8, where 5,900 candidates received ITAs in a category-based selection draw for STEM occupations, with a minimum CRS of 481. On December 7, another category-based draw focused on individuals with French language proficiency, inviting 1,000 candidates from the Express Entry pool with a minimum CRS of 470.
On December 6, there was an all-program draw for candidates with a minimum CRS of 561, marking the first draw in over a month. Before that, the most recent draw occurred on October 26, which was a category-based selection draw for candidates in healthcare occupations.
IRCC did not provide a specific reason for the temporary pause in draws, but on November 14, the department acknowledged an IT issue with the Express Entry profile builder for candidates who had received an ITA and were attempting to upload their final application to IRCC’s website. The issue was reportedly fixed on November 16, though draws did not immediately resume as anticipated.
Express Entry draws can be delayed for various reasons, including meeting targets outlined in the Immigration Levels Plan, IT issues, staffing changes, or updates to the Comprehensive Ranking System.
Express Entry serves as an application management system overseeing three prominent economic immigration programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP).
Using the Comprehensive Ranking System (CRS), Express Entry evaluates candidates based on various human capital factors, assigning a score that considers work experience, language ability, education, age, and occupation.
Candidates with the highest CRS scores stand a greater chance of receiving an Invitation to Apply (ITA) for permanent residence in an upcoming Express Entry draw.
Upon receiving an ITA, candidates can proceed to submit their application to Immigration Refugees and Citizenship Canada (IRCC). The department maintains a service standard of six months for processing Express Entry applications and reaching a final decision.
