One of the three main economic immigration programs in Canada is the Federal Skilled Worker Program (FSWP), which is controlled through the Express Entry system. Candidates can apply for permanent residency through the FSWP if they have suitable foreign work experience and have no connections to Canada.

Candidates who want to apply for Canada PR are ranked using the Comprehensive Ranking System (CRS), a point-based system used by the Federal Skilled Worker Program (FSWP). Candidates applying under the FSWP do not need to have Canadian work experience to be considered for the Express Entry pool, unlike the other two Express Entry programs, the Canadian Experience Class (CEC) and the Federal Skilled Trades Program (FSTP).

Instead, applicants must get a minimum number of points based on a variety of criteria, such as age, language proficiency, education, and work history. The applicants who received the highest CRS scores after being placed in the pool are given the Invitation to Apply (ITA) for Canada PR.

Who Qualifies for the FSWP?

If you want to apply for Express Entry’s FSWP, you must fulfill the following conditions.

Skilled Work Experience

If you have skilled work experience, you have worked in one of the following TEER categories recognized by the National Occupational Classifications (NOCs): TEER 0, TEER 1, TEER 2, and TEER 3.

  • You must be employed in the same line of work (and hold the same NOC) as the major occupation you intend to list on your immigration application.

  • 30 hours each week for a minimum of one year, or 1,560 hours total. There are several ways to achieve this requirement:
  • One job, full-time: 30 hours every week for a full year is 1,560 hours.
  • For instance, working 15 hours a week for 24 months would equate to 1,560 hours of full-time employment. To fulfill this requirement, you may hold as many part-time jobs as you like
  • 30 hours a week for 12 months at more than one job equals one year of full-time work (1,560 hours).

Obtain a minimum of a 7 on the Canadian Language Benchmark (CLB) in each of the four areas.

If you satisfy all prerequisites, Immigration, Refugees and Citizenship Canada (IRCC) will determine whether you are eligible for the Federal Skilled Worker Program based on the following factors:

  • Age
  • Education
  • Work History
  • English or French language proficiency

  • Validity of your employment offer

Using its 67 points algorithm for Canada Immigration, IRCC determines your overall score out of 100 based on how well you perform in each of the six criteria.

How can I apply for the FSWP?

You must first submit an Express Entry profile to Immigration, Refugees and Citizenship Canada (IRCC) in order to apply for the FSWP. Seven simple steps are needed to finish the process: 

  • Get your Education Credential Assessment (ECA) completed. Your academic credentials will be evaluated in accordance with Canadian norms.
  • Pass the IELTS exam to demonstrate your proficiency in either French or English. Take and get the required minimum score.
  • Create an Express Entry profile, fill out your information, and achieve the minimum score (currently 67/100) on the Express Entry point's grid. Become a member of the Express Entry pool.
  • Receive an Invitation to Apply (ITA) - The IRCC will now hold Express Entry draws and choose the top applicants from the pool. You will receive an ITA if your score falls under the CRS cut-off range.
  • Get a medical and police background check, which will attest to your good health and the fact that you have no criminal history. This is the fifth step in the process.
  • Application Audit - The IRCC will assess your profile based on the data and documentation you have provided once you have completed a complete PR application.
  • Earn your COPR and use it to apply for a Canada Permanent Resident Card (Canada PR) if you are approved by the IRCC.
