There are two streams under the Quebec Entrepreneur program, each having its own set of eligibility requirements the candidate must meet.

There are two streams under the Quebec Entrepreneur program, each having its own set of eligibility requirements the candidate must meet.
Stream 1
Eligible applicants under this stream must intend to settle in Quebec to create and operate a business supported by an offer of service from a business accelerator, business incubator, or an entrepreneurship centre of a university. The business project can be undertaken by an individual or with others, three of whom can be foreign nationals applying to the same immigration program.
The organization providing service offer must demonstrate its capacity to support the business project and applicant.
The service offer must address the following elements:
- Proposed support plan with the list and description of services
- An operating plan with a schedule of activities and detailed budget of the service offered
- Required skills or achievements as a business accelerator, business incubator, or university entrepreneurship centre to facilitate the project.

Stream 2
Under this stream of the Quebec Entrepreneur program, the candidate must have the business management skills required to create & manage a new business or acquire an existing business in the province. The candidate must intend to live in Quebec and need to make security deposits of two of the following financial deposits as part of their application:
A security deposit of CAD 200,000 serving as insurance that the business will be created; to be refunded when the business plan is carried out successfully; A startup deposit required to set up the business, CAD 300,000 for businesses created in Montreal and CAD 200,000 outside of Montreal.
The applicants must meet also meet other eligibility requirements. In addition to the listed factors, applications are also assessed based on:
- age
- level of education
- French and English language skillssed based on
- financial self-sufficiency
- visits to Québec
- family in Québec
