Quebec offers many opportunities for potential immigrants with the required skills to develop and own a business in Canada. Under the Quebec Investor program, experienced investors with significant assets and personal net worth or entrepreneurs with experience in business management can get Canadian permanent residency. Eligible candidates can apply for a CSQ and submit their official application for Canadian permanent residence.
Applicants with approved language test results demonstrating French-language proficiency at an advanced intermediate level are exempt from this intake threshold allowing them to apply at any time.

Quebec Investor Program Requirements
To be eligible under the category, the applicant applying as an investor meets the following basic requirements:
- At least 2 million CAD worth of net assets obtained legally and not through donation within six months of the date of application. Applicants can also demonstrate the assets owned by their spouse or common-law partner within this amount.
- Management experience in a commercial, industrial business, legal professional or legal farming, where the staff, excluding the investor, occupy at least the equivalent of two full-time jobs; or for an international agency or a government.
- Intention to settle in Quebec
- A signed agreement demonstrating investment of 1,200,000 CAD with a financial intermediary (broker or trust company) authorized to participate in the Quebec Investor Program.
- Meet the minimum points on the Quebec Investor Points Assessment Grid.
Eligible applicants can apply for a CSQ from the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) via a paper-based applications, submitted in hard copy by mail or courier.
The Quebec Investor Program has a pre-determined application intake period and only accepts a limited number of applications within that period.
Besides the above requirements, factors including age, language proficiency, and training background are also considered.
