Quebec Self-Employed Worker Program
The Self-Employed Worker Program is one of the immigration pathways designed by the Quebec government for self-employed people to move to Quebec. To qualify for the Self Employed Program, the applicant needs net assets of at least CAD 100,000 accompanied with two years of experience as a self-employed worker in the field they want to practice in Quebec.
When in operation, the Quebec Self-Employed Program allows applicants to apply for a Québec selection certificate (certificat de sélection du Québec – CSQ). After receiving CSQ, applicants become eligible to submit their application for Canadian Permanent Residence.
Important Update: Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) announced that the Quebec Self-Employed Worker Program reached its target of 50 applications received between August 15th, 2018 and March 31st, 2019. The program is not accepting further applications during this period.
However, applicants with an advanced intermediate level of French-language proficiency are exempt from this intake threshold and may apply at any time.

Quebec For Self Employed Requirements
To be eligible under the category, the applicant applying as an investor meets the following basic requirements:
- Create their job by practicing a profession or trade on their account
- Legally obtained net assets of at least CAD 100,000 with, when applicable, an accompanying common-law partner or spouse.
- Vibrant communities from the Asian subcontinent, Central and West Africa, and Latin America
- At least two years of experience as a self-employed worker in the profession or trade the applicant plans of practising in Quebec.
- Meet the minimum points on the Quebec Investor Points Assessment Grid.
Besides the above requirements, points are also allotted based on age, language proficiency, and training background.
