The Quebec Skilled Worker Program is for candidates with skilled work experience and who can contribute to the economy of the province and plan to settle in Quebec. The Program does not require French proficiency and also considers English speakers who wish to settle in Quebec.
The Quebec Ministère de l’Immigration, Francisation et Integration (MIFI) manages the applications for the Quebec Skilled Worker (QSW) program via the Arrima portal.
Applicants who wish to apply to QSW need to submit an Expression of Interest (EOI) form online with the required information about language proficiency, work experience, a field of training, and education. Based on their scores, candidates then enter the pool from where MIFI select candidates to apply for a CSQ.
After the invite, candidates have a stipulated amount of time to submit a complete application. Applications submitted via the Arrima portal for CSQ gets processed within six months.

Applicants must meet the minimum required on the eligibility grid to receive a certificat de sélection du Québec (CSQ – Québec selection certificate). The points for education depend on the area of study of the applicant.
While candidates applying with a spouse need to score a minimum of 52 points on the employability factors and 59 points in total, those without a spouse need to score 43 points on the employability factors and 50 points in total.

Initially, you need to undergo an Initial Evaluation to determine your eligibility and assess your points. For single applicants, a total of 50 points is required to qualify throughout the process. If accompanied by a spouse or common-law partner, you need to score 59 points for your factors and your spouse’s eligible factors.
The Quebec Skilled Worker Visa Program operates through a Declaration of Interest system. As an applicant, you must create a profile in the form of an Expression of Interest, which is then placed in a pool of applications. Each stage has specific prerequisites that must be met, and a minimum points threshold must be reached at each stage for your application to proceed.

Draws will be conducted, and applications are selected from the Expression of Interest pool based on points and various undisclosed parameters. Selected applicants will receive an invitation to apply for a Quebec Skilled Certificate (CSQ).
The PEQ (Quebec Experience Program) previously had a processing standard of 20 days. However, the province is now committed to processing applications within a maximum of 6 months to ensure equitable treatment of PEQ and Quebec Skilled Worker Program (QSWP) candidates.
